Texas officials have passed a bill to legalize bottomless brunch; under H.B. 1100, Texas businesses will be able to (legally) offer all-you-can-drink promotions for the first time in over 20 years ago. Effective June 1, 2026, the measure is part of a coordinated effort with state officials to to make Texas metropolitan areas more attractive to tourists during the World Cup festivities .
In past years, bottomless brunch has been one of the grey areas in Texas law. Though there are certain legally-protected loopholes that businesses have taken to sidestep restrictions – penny mimosas, for example – bottomless brunch is in fact illegal in Texas per Texas Alcoholic Beverage Commission (TABC) Administrative Rule 45.103.

In a surprising show of bipartisan enthusiasm, the Texas House of Representatives voted 142-8 on Tuesday to pass H.B. 1100 – known as the “Orange You Glad It’s Brunch Act 2026“. Authored by the House Licensing & Administrative Procedures Committee, the measure effectively strips the TABC of its power to regulate ‘undetermined quantities’ of sparkling wine as well as ‘ratios of champagne to orange juice’.
“The World Cup in Texas cities is expected to draw over a million tourists with projected regional economic impact in the billions,” said Texas Rep. Randy Bubbles. “The least we can do is give our guests their money’s worth: It’s called ‘Southern Hospitality'”.

“This bill isn’t just for tourists: it’s for the people of Texas,” Texas lawmaker, Andre “O.J.” Flute, was quoted saying. ” It’s a victory for all the bachelorette parties yelling ‘wooooo’ as they record Boomerang videos, the hangover survivors who will be alright with just one more Bloody Mary, and the social media influencers who are hoping to get that table there in the corner by the window with good lighting”.
Under the bill, bottomless brunch or similar all-you-can-drink promotions are not restricted to certain days. Meaning that beyond weekends, Texas businesses are allowed to offer bottomless brunch on any day of the week beginning June 1, 2026. This includes serving on Mimosa Mondays, Turn Up Tuesdays, Wacky Wednesdays, and so forth.
